Today, the Sacramento Police Department is led by Chief Katherine Lester, the first woman to ever hold the rank of Police Chief in Sacramento. Appointed in 2021, she leads an organization of nearly 750 sworn personnel and approximately 330 professional (civilian) staff.
The Sacramento Police Department is organized into four offices, the Office of Operations, Office of Investigations, and Office of Specialized Services, which are overseen by a Deputy Chief. The fourth being the Office of the Chief, which is overseen by a Captain.
The Office of Operations (OOO) is responsible for providing the majority of the department’s frontline services. The OOO includes the Patrol Division (located at the three neighborhood substations), the Entertainment Team, Bikes Team, Mounted Unit, Marine Unit, Problem Oriented Policing (POP) teams, and Violent Crime reduction (VCR) teams.
The Office of Investigations (OOI) is responsible for developing information leading to the arrest of criminal offenders. It includes Detectives, Background and Recruiting Unit, Youth Services, Forensic Investigations, Homeland Security, Training, Research and Development, Personnel Services Division, and Evidence and Property.
The Office of Specialized Services (OSS) includes our Metro Division, which oversees K9, SWAT, Traffic/Air Operations, Unmanned Aerial Support Teams, Supplemental Employment, Crisis Negotiation Team, Major Collision Investigations Unit, CPTED, Homeland Security, Regional Transit Police Services, Marijuana Compliance Unit, Explosive Ordnance Disposal, Mental Health Services, the Impact Team, the Public Safety Communications Division, the Records Division, and the Office of Violence Prevention.
The Office of the Chief (OOC) is responsible for developing and communicating the vision of the department. This office plans, organizes, and directs departmental policies and activities. One of the most important documents of any municipality is the annual city budget. It establishes how public funding will be spent and outlines the spending priorities for the future fiscal year (July 1 through June 30). Costs for everyday services, such as police patrol, are itemized in the budget.
The largest fund in the City is the General Fund. The General Fund is supported by taxes and fees, and generally has no funding restrictions. Police services are paid for out of the General Fund.

In 2019, Adam was promoted to Captain. He was assigned to South Command where he took great pride in working with an outstanding team of police officers and serving a great community. Adam was also assigned to the Personnel Division where he oversaw backgrounds and hiring for the Police Department and was part of the professional Personnel team who handle the needs of the police department’s staff.

Adam is also an alumnus of Leadership Sacramento through the Sacramento Metro Chamber and represents public safety for the Sacramento Region through the Sacramento Metro Chamber Capitol-to-Capitol program.

Greg attended Sacramento State University where he graduated with a Bachelor of Science degree in Criminal Justice in 1999. He received a Master of Arts degree in Executive Leadership from Liberty University in 2020.
Greg is the recipient of the Sacramento Police Department’s Distinguished Service Award (2012). He also received a Commendation from FBI Director Robert Mueller (2010).

Zack received the Army Commendation Medal, The Army Achievement Medal, Presidential Unit Citation, National Defense Service Medal, Army Service Ribbon, Parachutist Badge, The Draper Armor Leadership Award, Army Physical Fitness Excellence Badge, and a Sacramento Police Department Unit Citation Award.
Zack received a Bachelor of Arts degree in Law and Society from UC Santa Barbara, a Graduate Certificate in Law Enforcement Command from the University of San Diego, and a Master of Arts degree in Intelligence (Criminal Intelligence) with honors from American Military University. Zack has also received POST Basic, Intermediate, Advanced, Supervisory and Management Certificates, and graduated from the POST Management Course 2014, Sherman Block SLI Class 369 2015, and POST Command College Class 65 and the POST Executive Development Course in 2020.
Zack is a board member of the Law Enforcement Chaplaincy of Sacramento and Sacramento Police Sheriff Memorial, he is a youth baseball and mountain bike coach, and previous Boy Scout leadership committee member and den leader. Awarded the "Golden Spike" award in 2015 for outstanding adult leadership. Zack was a multiyear expert panel member for Mentors in Law Enforcement (MILE) program, which is associated with the Sacramento State Law Enforcement Candidate Scholars (LECS) program, which is expressly designed to eliminate challenges and barriers that face diverse women and men seeking greater opportunities in law enforcement careers. Zack is a member of the public safety team for the Sacramento Region through the Sacramento Metro Chamber Capitol-to-Capitol program.
Zack was drawn to a career with SPD due to the City of Sacramento’s size and vibrant nature. Law Enforcement was another way for him to serve the community after leaving military service. The Sacramento Police Department was his choice because of the quality and high moral caliber of people that work here, along with the wide variety of assignments and potential for growth for a long-term career. While at UC Davis, Vance also earned a minor in Spanish and studied abroad at the University of Mexico where he learned to read, write, and speak Spanish, and completed an extensive research project on a double-murder case that occurred in Mexico City.
Vance has served as a Patrol Officer, Problem Oriented Policing Officer in Oak Park, Special Weapons and Tactics Officer, Patrol Supervisor, Sergeant of the Public Information Office, Patrol Watch Commander, Executive Lieutenant out of the South Command, Lieutenant of the Training, Research and Development Division and he now serves as a Police Captain. As an auxiliary assignment, Vance was a member of the Sacramento Police Department Honor Guard for fifteen years.

Ethan is proud to have assisted with the Law Enforcement Educational Pamphlets for the Black Child Legacy Campaign, which concluded in early 2018.
Ethan was drawn to a career in law enforcement because, as a child, his family was friends with a Captain in their local police department. He liked his even-keeled, helpful personality. Since he knew Ethan during his formative years as a child, pre-teen, and teen, on more than a few occasions he saw him make normal childhood mistakes. He was always very polite, encouraging, and yet stern when needed. Ethan admired the fact that he was able to lead him and others, while still being patient and forgiving. He was the first reason Ethan wanted to be a police officer. As he grew up, he realized he wanted to participate in a job that not only provided a service to the community but also allowed for new and exciting work every single day. With that in mind, he selected SPD because of the multiple career paths available, the size and diversity of the city, and the fact that he had a chance to be a contributing member in the state capitol of California.
Office of Investigations - Detective Division

Ethan has a Bachelor of Science degree in Criminal Justice, and a Master of Science degree in Business Leadership. He attended the Sherman Block Leadership Institute. He is the recipient of three Unit Citations.
Ethan is proud to have assisted with the Law Enforcement Educational Pamphlets for the Black Child Legacy Campaign, which concluded in early 2018.
Ethan was drawn to a career in law enforcement because, as a child, his family was friends with a Captain in their local police department. He liked his even-keeled, helpful personality. Since he knew Ethan during his formative years as a child, pre-teen, and teen, on more than a few occasions he saw him make normal childhood mistakes. He was always very polite, encouraging, and yet stern when needed. Ethan admired the fact that he was able to lead him and others, while still being patient and forgiving. He was the first reason Ethan wanted to be a police officer. As he grew up, he realized he wanted to participate in a job that not only provided a service to the community but also allowed for new and exciting work every single day. With that in mind, he selected SPD because of the multiple career paths available, the size and diversity of the city, and the fact that he had a chance to be a contributing member in the state capitol of California.

Captain James Harrington began his career with the Sacramento Police Department in 2002. He currently serves as Captain of the Support Services Division. His professional development classes and certifications include the Senior Management Institute for Police (SMIP), Front Line Leadership, POST Management Course, and Critical Incidents for Supervisors. He is a POST-Certified Instructor in Defensive Tactics, Physical Training, Firearms, and First Aid/CPR. He is also a CED Instructor and a FEMA-certified Mobile Field Force Instructor.

Two of his proudest achievements have been his contribution to a youth diversion program in collaboration with the Sacramento County Sheriff’s Office, and his part of the effort to modernize our recruiting program.

Office of Investigations - Training, Research & Development Division
Captain Marnie Stigerts is currently assigned to the Training, Research and Development Division. She previously led the Administrative Services Division in the Office of the Chief which includes Public Safety IT, Professional Standards, Force Investigations, Inspections and Audits, Redaction Teams, Government Affairs and Employee Services.
Marnie started working for the Sacramento Police Department in 1993 as a Dispatcher and in 1994 she entered the Sacramento Police Academy. She has worked as a Neighborhood Police Officer (NPO) for the Tahoe Park & Colonial Park neighborhoods and a Bike Patrol Officer in the downtown Core. In 2002, she transitioned to a detective position and worked in Sexual Assaults and Child Abuse (SACA), Felony Assaults and Homicide.
In 2005, she moved to the Internal Affairs Division then in 2006, Marnie was promoted to Sergeant and worked graveyard shifts in south and downtown Sacramento. In 2008, she became an Investigative Sergeant and worked several assignments, including Neighborhood Crimes, Felony Assaults, Gangs, Homicide, Auto Theft, Digital Forensics, and the Hi-Tech Unit.
In 2014, Marnie began working with the officers who created the Police Observation Devices (POD) while expanding our automated license plate reader (LPR) program. As of today, there are about 150 PODs across the City and our LPRs assist in locating and recovering stolen vehicles, missing persons and wanted subjects every day.In 2016, she helped to create our Real Time Crime Center (RTCC) where our access to various surveillance systems across the entire City, POD video and LPR data have changed the way we do police work at the Police Department. Marnie was presented a Distinguished Service Award in 2017 for her work in technology advancements for the department and implementation of the Real Time Crime Center.Marnie promoted to Lieutenant in 2019 and was assigned to patrol as a Watch Commander for Central and East Commands. She worked as the Executive Lieutenant to the East Command Captain until he retired in May 2021, then she took on the role of Acting Captain for East Command. January 1, 2022, Marnie was promoted to Captain and assigned to Administrative Services where she was quickly immersed in the many changes to state laws, updates in policy and contracts, plus copious releases of public records and frequent work with the City Attorney’s Office.Marnie grew up in the east area of Sacramento, attending Peter Burnett, Fern Bacon Basic Middle and was part of the first graduating class at Hiram Johnson West Campus. She has a bachelor’s degree in Sociology with an emphasis in Criminal Justice from Sacramento State. She was the first in her family to become a police officer, wanting to make a difference in the lives of victims who might not have been able to speak for themselves or know how to find their voice. Marnie is a member of the 1849 Foundation Crisis Relief Program and a member of the Department’s Peer Support Program.
Marnie has three grown children who live in the greater Sacramento area and welcomed her first grandchild in 2022.
